Visa

 

Attention: According to the "Agreement on the mutual abolition of visa requirements for holders of ordinary passports between the Government of the Republic of Azerbaijan and the Government of the Republic of Serbia," citizens holding ordinary passports of each party's state are exempt from visa requirements to enter, exit, or transit through the territory of the other party's state and may stay there for no more than 90 days within a 180-day period from the date of their first entry.

 

Concept, Categories, Purposes, and Types of Visas

Concept
A visa is an official document that provides a legal basis for a foreigner arriving in a country that requires a visa, allowing them to enter the country, stay temporarily for the period specified in the visa, and leave the country through designated border control points in accordance with established procedures.

Categories
There are three categories of visas: diplomatic, service, and ordinary.

Types
Foreigners and stateless persons coming to the Republic of Azerbaijan are issued two types of visas—entry or transit—in the following order:

  1. Entry Visa – The validity period of this type of visa is determined up to 90 days for a single entry and exit.

    • Single-Entry (Ordinary) Visa – This visa allows entry and exit to the country only once during its validity period.
    • Multiple-Entry Visa – The validity period of this type of visa is determined up to 2 years. This visa allows the person to enter and exit the country multiple times within the corresponding period. The visa must be used within the specified period of stay indicated in the visa. An unused visa during this period expires.
  2. Single or Double Transit Visa – Issued to foreigners and stateless persons passing through the territory of the Republic of Azerbaijan en route to third countries. The validity of a transit visa is determined up to 30 days, and the duration of stay in the country is determined up to 5 days. Transit visas are issued considering the travel route and the time it takes by air, sea, railway, or other means of transportation.

Purposes
Foreigners and stateless persons can obtain an ordinary entry visa for the following purposes:

  • Business
  • Science and education
  • Employment
  • Tourism
  • Culture and sports
  • Humanitarian
  • Personal visit
  • Treatment

Only persons arriving for official purposes are issued a diplomatic or service category entry visa.

Documents required for obtaining a visa

According to Article 36 of the Migration Code of the Republic of Azerbaijan, the following documents are required to obtain a visa:

36.1.1. Application form and questionnaire, the templates of which are approved by the relevant executive authority.
36.1.2. Passport or other travel document (the validity of the passport or other travel document must exceed the expiration date of the visa by at least 3 months) and copies of the main pages.
36.1.3. Two colored photos (3x4 cm) that meet biometric identification requirements.
36.1.4. A copy of a medical insurance certificate (if the inviting party does not assume medical service responsibilities).
36.1.5. A document confirming the payment of the state fee for the issuance of a visa.
36.1.6. A petition from the inviting party, certified by the relevant executive authority, and a copy of the certificate of state registration (for non-governmental organizations), as well as a document confirming the reason for the invitation (these documents are not required for transit, tourism, official, and personal visit visas).
36.1.7. Depending on the purpose of the trip, relevant documents as specified in Articles 25-34 of this Code.
36.2. In addition to the documents mentioned in Article 36.1, foreigners and stateless persons under the age of 18 but holding a passport and traveling without a parent or legal representative are required to submit a notarized copy of the birth certificate, the permission of parents or legal representative, and copies of their identification documents.
36.3. The amount of the state fee for obtaining a visa is determined by the relevant law of the Republic of Azerbaijan. The state fee for visa issuance is non-refundable, regardless of the outcome of the application.

Attention!
The validity of the foreigner's passport or other travel document must exceed the expiration date of the intended visa by at least 3 months.

 

 

 

Visa Application Portal

Visa Application Portal is designed to fill in the visa application online to submit to the diplomatic missions of the Republic of Azerbaijan. 

The Visa Application Portal (www.visaapplication.mfa.gov.az) was put into use on January 25, 2023, for the purpose of electronic filling (additional technical chance) of the visa application-questionnaire by foreigners and stateless persons who applied to the diplomatic missions of the Republic of Azerbaijan for the purpose of obtaining a visa.

 

Exemptions from paying the state fee
According to Article 17.2 of the Law of the Republic of Azerbaijan dated 2001 "On State Fees," the following categories of foreigners and stateless persons are exempt from paying the state fee for obtaining a visa to the Republic of Azerbaijan:

  • Members of official state delegations and officials
  • Representatives of international humanitarian organizations in Azerbaijan
  • Persons receiving education or engaging in pedagogical activities under state programs
  • Persons traveling under defense programs
